Tracking the Health Care Consumer Protection Advisory Commission (HCPAC)

The Health Care Consumer Protection Advisory Commission (HCPAC) is a State of New Hampshire Commission advising the New Hampshire Department of Justice and Attorney General on how to use the Health Care Consumer Protection Trust Fund to benefit residents and protect health care consumers across the state. Established to provide independent, public-facing guidance on health care market trends, cost pressures, and consumer impacts, the Commission is central to efforts to increase transparency, accountability, and fairness in New Hampshire’s health care marketplace.

The Commission holds public meetings to gather input from Granite Staters on important issues such as hospital mergers, rising healthcare costs, and access to healthcare services — and it uses these insights to help inform how funding from settlements and trust accounts should be invested to protect patients and communities. In 2025, the Commission approved grants to support research into health care consolidation and its effects on cost, access, and quality of care, including work with the UNH Center for Studying Health Care Markets.
